The purpose of this study was to determine: 1) the effect of school leadership on teacher competence, 2) the influence of teachers' attitudes toward the competence of teachers, 3) the influence of the school environment to the competence of elementary school teachers, and 4) the effect of principal leadership, teacher attitudes, and school environment together the competencies of primary school teachers. This study is a survey research. Population in this research is a primary school teacher Kepil District of Wonosobo regency school year 2013/2014, some 300 teachers. Samples were taken with a proportional random sampling technique, a number of 161 teachers. The data was collected using a questionnaire. Normality Test requirements analysis done by observing the value of skewness of the data used. Test linearity and multicollinearity with regression techniques. The analysis technique used to test the hypotheses is multiple regression with three predictors. The results showed: (1) there is a positive and significant effect of school leadership on teacher competence, with t = 2.670 and p = 0.008 (p <0.05). (2) There is a positive and significant effect of teacher attitudes towards teacher competence, with t = 3.362 and p = 0.001 (p <0.05). (3) There is a positive and significant impact on the school environment teachers' competence, with t = 2.612 and p = 0.010 (p <0.05). (4) There is a positive and significant impact of school leadership, teacher attitudes, and school environment together the proven competence Elementary School teacher with F = 9.652 and p = 0.000 (p <0.05). Competence of teachers affected by school leadership, teacher attitudes, and school environment of 15.6%.
